HFCU is governed by a Board of Directors that establishes and reviews its policies. Every member of the credit union has one vote in electing the Board of Directors regardless of how much he or she has on deposit over the $25 minimum balance required in a member's savings account. Each member of the Board is a member of the credit union and serves on the Board as a non-paid volunteer.

HFCU is a federally-chartered community credit union, organized under strict regulatory laws that are monitored and enforced by the National Credit Union Administration, a federal agency of the U.S. Government. A member's savings is federally insured to at least $250,000 through December 31, 2013 and is backed by the full faith and credit of the United States Government.
